Lille Métropole (legally speaking a ‘Communauté urbaine’) is a public Authority that supports intercommunal co-operation. It manages projects of ‘agglomeration interest’ while respecting municipal structures. The 85 city councils that belong to this ‘Communauté urbaine’ devolved to it some of their competencies to achieve local policies at a more relevant scale and so on rationalize the use of public funding.
Its scope of actions is primarily related to urban planning and public facilities management : in collective transports and parking, mobility, household waste, water and sewage, road and public spaces, land management, economic development, housing and environment/natural spaces, Lille Métropole plays indeed a crucial role, in association with public and private local stakeholders.
Lille Métropole Council gathers 170 councillors (appointed by their own city council for a 6-year term) that are members of 13 thematic committees. Their actual President is a former French Prime minister.

- close to major European decision-making centres : Paris, Brussels, London, Amsterdam, Cologne;
- a large perimeter of action : 85 cities, more than 61 000 ha (4th French most extended conurbation), 1,1 million of inhabitants;
- long working experience with Belgium (84 kms of common borders);
- more than 2 300 agents and a budget of €1,5 billion;
- former European Capital of culture (2004).
